August 4, 2008 â Reston, Va. â At a forum at the U.S. Capitol last week, hosted by the American Institute of Aeronautics and Astronautics AIAA, former Federal Aviation Administration Associate Administrator Dr. George Donohue and RAND Fellow Dr. Russell Shaver proposed congressional solutions to what they described as a âbrokenâ air traffic control system in the United States. They said that absent congressional action, the problem of airline flight delays will increasingly plague U.S. airline traffic. They added that airline delays already constitute a significant drag on the U.S. economy, and that the detrimental impact of airline delays will continue to increase until Congress takes action.
